EU Cosmetics Regulation
Definition
EU Cosmetics Regulation — Regulation (EC) No 1223/2009 of the European Parliament and of the Council of 30 November 2009 on cosmetic products. It establishes the common rules for placing cosmetics on the EU market, supporting the functioning of the internal market and a high level of protection for human health.[1]
The Regulation defines a cosmetic product as a substance or mixture intended mainly or exclusively to contact external parts of the human body, such as the skin, hair, nails, lips and external genital organs, or the teeth and oral mucous membranes, primarily to clean, perfume, change appearance, protect, keep in good condition or correct body odours.[1]
Personal-care wipes, makeup-removal wipes and body-cleansing wipes whose primary intended use fits this definition generally need their regulatory pathway assessed under the EU Cosmetics Regulation.
